(From the Dunedin Bailies. ) Wellington, February 2. Six hours after the Ocean Mail dropped anchor, the Health Officer boarded her, and ordered the vessel into quarantine. He discovered one case of scarlatina on board, and found that five deaths of children had occurred on the voyage from whooping-cough. There had been three cases of scarlatina, but all got well; but the day before arrival a fresh case broke out, otherwise all were well. The detention is expected to be very short. The prospectns has been issued of a. new daily penny paper, to be called the "Tribune," and to be published during the middle of this month, with a weekly paper in conjunction. It says : — " There can be no standing still in the scheme of imirigration and public works. The question is now one of administration. We merely approve of the firm and conciliatory policy of the Native Minister ; disapprove of provincialism, but while it continues will make tho best of it for the public weal."
