It de* clares England's relations with foreign, powers to be of the most amicablecharacter. A perfect understanding exists between Britain and Russia in regard to the Central Asain question. The country is congratulated upon the Geneva arbitrators having found a decision which satisfies the American public opinion without imposing upon England humiliating conditions. An appropriation of revenue will be madefor the settlement of the American claims. A Bill is to be introduced in. reference to University Education in Ireland. The Queen acknowledges the services rendered by the Emperor of Germany in connection with the San Juau dispute. The island is to be evacuated. A treaty has been entered into with Belgium for the extradition of cirminals. She congratulates Parliament on the success which has attended the efforts to suppress slaving in the South Seas, declares that the country is iv a prosperous condition, both commercially and industrially, and that the revenue is satisfactory. The taxation will not be reduced this year. Messrs Disraeli and Horsman attacked the foreign policy, particularly regarding the American claims. Mr. Gladstone made an able defence. The Address in reply was carried without an amendment. The Ministerial programme, as shadowed forth in the speech, is regarded as weak, and a defeat early in the session, and a dissolution, are confidently expected. The great colliery strike in Wales Btill continues. Coals are rising fast. The Bonapartists are intriguing actively in France. Mr. Duffy was knighted on the lOfch of January. The prospects of the approaching wool sales are good.
