LAWRENCE TOWN COUNCIL.
The usual fortnightly meeting of the Lawrence Town Council was held on Monday night last. Present : — The Mayor, Crs. Williams, Meyer, Mears, Coverlid, and Walker. The minutes of the previous meeting were read and confirmed. The correspondence as follows was read and received :—: — Letter from Mr. Nichols, contractor for the maintenance of the main road through Lawrence, complaining that the road in Ross Place had been cut up by some parties, and asking the Council to prevent a recurrence of such practices. The consideration of the matter was deferred till after the routine business had been disposed of. Letter from Mr. T. Arthur requesting the Council to place a few loads of gravel in Lancaster -street. The Public "Works Committee were instructed to have the work done. Letter from Mr. R. Andrews complaining of certain obstructions on the Beaumont road. The Town Clerk was directed to give notice to tho parties complained of, that they must remove the obstructions. Accounts from Constable Titchenor for his salary as 'Inspector of Nuisances, £15 Is ; from G. Burrows, for £8 15s ; and from F. Meyer and G. Jeffery, were referred to, to thfe Finance (Committee. '
The report of tlie reserve's Committee declining to recommend the extension of [ the term of Air. Docherty's lease of a municipal reserve, from 21 to 99 years, was received and adopted. The Finance Committee's report stating t that payments .to the amount of- £0 2*. 6d. had been made, was received and adopted. The report of the Public Works Committee was read. It stated that the Committee had accepted the following tonders : — For Tona street bridsje, D . Whittet, £14 7s Od ; for culvert in Campbell ton-street, Nichols, £9 7s ; for formation and gravelling llea-street, Niohols, £12 ss. Received and adopted. Tho Town Clerk brought up a statement of the outlay on tlie water supply during the municipal year. It showed that including interest, £105 18s 9d had been expended. Tho Town Clerk also produced a statement of the receipts and expenditure during the municipal year. He stated that the auditors had been unable to audit the statement, owiug to pressure of business. The Town Clerkwas instructed to have it audited, and bring it \ip next meeting. Cr. Coverlid drew attention to the state of the culvert at the schoolliousc, Whitehaven-street. Referred to the Public Works Committee. Cr Meyer presented a numerously signed petition from residents of lioss I'laco, calling attention to the bad state of that street, and praying the Coiincil to gravel the foot-path. Referred to tlie Public Works Committee. The telegram from Mr. Willis, stating that Canna-street had been closed by ordinance was read. The Town Clerk was directed to procure a copy of the ordinance. Cr. Walker drew attention to the crossir gat lona-street. Referred to the Publ "c Works Committee. The Council then proceeded to consider Mr. lsieold letter. . j The Mayor stated that the practice of cutting up the streets and tapping the mains without obtaining the sanction of the Council was too prevalent, and those parties who did so, showed by their action very little respect for the municipal authorities. Cr. Mears agreed with had fallen from the Mayor. Only that day the hydrant had been put upon the main and the water runoff, without, he believed any permission having been obtained. People were also in the habit of cutting through the footpaths and roads, aud blocking up the channels, without asking any authority. These evils had existed long enough, and if the Council permitted their continuance, it was not fulfilling the functions it was created to perform. Besides, such things brought" the Council into disrespect. He moved that any one requiring- to open up the footpath, or road, or tapping the mains, should make written application to the Town Clerk ; such application to be lai before the Public Works Committee tor their approval or otherwise. In answer to Cr. Williams, the Mayor said that in the case alluded to by Cr. Mears, permission had been asked and given. Cr. Mears said that the ratepayers ought to have notice given them when the water was about to be cut off. A cert lirr day in the week ought to be appointed for laying on water. The motion was seconded by Cr. Coverlid and carried. A discussion ensued relative to the bye-laws to bo framed under the new act. It was finally resolved that the sub-comtnittee should obtain Mr. Mtraat's assistance to bring the bye-laws into operation. . The Council then adjourned.
