THE ALABAMA TREATY.
The following is the text of the additional clause, which late telegrams via Suez^tell us has been accepted by the Governments of both countries :—": — " Whereas the Government of Her Britanic Majesty has contended in the recent correspondence with the Government of the United States, as follows, namely .-—That such indirect claims as those for National loss shall stand in the cases presented on the part of the Government of the United States to the Tribunal of Arbitration at Geneva, to have been sustained by loss in the transfer of the American commercial marine to the 1 riti-h flag, enhanced payments of insurance, prolongation of the war, and the addition of a large sum to the co3t of. the . war aud the suppression of the Rebellion, firstly were not included in the Treaty of Washington ; and further and secondly, it should not be admitted by us that any particular vessels alleged to have been enabled to commit depredations npon the shipping of a belligerent, were enabled so to do by reason of such want of dilligence in the performance of the neutral obligations as that which is imputed by the United States to Great Britain ; and, whereas, the Gevernment of her Brittanic Majesty has also declared that the principle involved in th' second clause of_ the contention hereinbefore set forth will Tguide their conduct in the future ; and whereas, the President of the United States, while adhering to his contention that said claims are included in the Treaty, adopts for the future, the principle contained in the second of. said contentions, so far as to declare it will hereafter guide the coudtict of the Government of the United States, the two countries are therefore agreed in this lespect. In consideration thereof, the President of the United States, by and with the advice and consent of the mate thereof, consents that he will make no claim on the part of the United States in respect to indirect losses, as aforesaid, before the Tribunal of Arbitration at Geneva.
