GERMANY.
In opening the Reichstag, the Emperor said the foreign- relations of the country were entirely satisfactory, and there was no cause for alarm from any quarter. Strikes in favour -of the nine hours movement are becoming more genei'al in various Continental cities, and a congress of workmen has been summoned to be held at Berlin.
A War Fund Bill has been passed, to enable the Emperor to act on the offensive or defensive, untrammelled.
