ADDITIONAL SUMMARY.
FRANCE. Paeis, July Bth. The French Government demanded an early evacuation of the forts near Paris still occupied by the Germans. Prince Bismarck declined to promise a positive compliance with the request. Paris has raised a loan, to rebuild tlve monuments destroyed. The army has been reoi'ganised, and its effective force is now 230,000. The Count de Chambord announces that he leaves France in order not to countenance agitation. He praises the army, and calls upon the people to rally round the Bourbon throne. The proclamation has caused great excitement, and is generally condemned.
July 9th. The French ship Sev6rance has been wrecked on the coast of the Cape of Good Hope, and all lives lost. 150 bodies have been washed ashore. 16,000 Communists have been released by order of the Government, and 16,000 more are still held in captivity to be ti-ied in squads.
The French Government have paid the Swiss Government 2,000,000 francs, as a reimbursement for the maintenance of the French troops who took refuge in Switzerland.
It is officially stated that M. Thiers's alleged letter to the Pope is a forgery. July 12th. Continual quarrels are taking place regarding the territory occupied by the Germans. The evacuation by the Germans of the Departments of Seine Inferieure, Eure, and Somme has been commenced. Count Polignac is dead. A building used for the manufacture and storage of projectiles at Viucennes was destroyed by an explosion caused by the unloading of a powder cart. Many persons were struck by bullets, even at a great distance. July 16th. General D'Aurelle des Paladines is appointed Commander of the 14th Military Division of France. July 20th. Explanations have been exchanged with the Italian Government on the subject of the occupation of Rome and the estates of the Pope. The "Siecle" is favourable to the imposition of an income tax.
