May 6. The Court of High Commission has practically concluded its labours, - and is only awaiting the action of the ' English Cabinet, when a treaty will be submitted to the U.S. Cabinet. Thecon- ' ditions are not definitely known. It is believed the Canadian Fishery , Rights, and navigation of the St. Lawrence are conceded to America for special indemnity ; the reciprocity to Canada conceded by the U.S. The Alabama claims are to be submitted to a special commission, and claims of British subjects for losses through the acts of the rebel states will be on the same footing. The question of the north-west boundary, including title of San Juan Island, submitted to arbitration. The treaty to be signed on the 9th ; the Kings of Belgium and Italy, and the President of Switzerland are to be. arbitrators. It is said the temper of America is against this mode of settlement of the Alabama claim. Mrs. Laura D. Fair was convicted of the murder of her late paramour, the Hon. Mr Crittenden. It is probable there will a commutation of sentence , to imprisonment for life. The floods at New Orleans have caused immense loss of sugar. Special Versailles despatchs say the German authorities telegraph that if the Versailles troops do not enter Paris by the Bth instant, the Prussians will i*e-entef on the 9th. A grand attack is to be made on the Bth. The session of the Commune commenced yesterday, and was stormy. The chiefs of the staff of the Flotilla are arrested, charged with deceiving the Commune authorities regarding the quality of stores and ships under charge.
