READJUSTMENT OP BOUNDARIES OP ELEC-
TORAL DISTRICTS.
Mr. BROWN moved, without notice, " That His Honour the Superintendent be requested to furnish both Houses of Assembly with a map showing the boundaries of each electoral district, as adopted by the Council in the new Representation Bill." Agreed to. COMMITTEE OF SUPPLY.
The Supplementary Estimates were then discussed.
The following items were passed : — Secretary to Superintendent and Storekeeper, LSO; Provincial Council Honorarium, L 200; Library, L 100; G-oldfields Receiver, L30O ; five Wardens at LSO per annum, two months, L-ll 13s 4d ; seven Receivers at LSO per annum, two months, LSB 6s 8d ; Travelling Expenses, L 150; Printing Wardens' Report, LSO.
On the item, Music Master, L4OO, the Council divided, with the following result : — Ayes, 12 ; Noes, 9
The items, Revenue Officers, L 40 0; Watchman, Post-office, LSO ; University Chair of Mineralogy and Agricultural Chemistry, L 30 0; Supplemented Roads, LSOOO, were passed.
On the item, Dunedin Corporation, L2OOO, a division took place : — Ayes, 16 ; Noes, 7.
The following items were passed : — Port Chalmers Corporation, L 180; Hampden Mechanics' Institute, L for L, L 10 0; compensation to Mr. Tulloch, LSO; to Mrs. Cameron, L 200; to W. Mitchell, L 10 0; to John Nel-
son, LSO ; Dunedin Athenaeum
J — ) Oainaru do., LSO ; subsidy to vessels, Martin's Bay, L 300; Whitworth's Pamphlet, LSO.
The item, Immigration Labour Agency, L2OO, was passed.
The item, Bridges L 3390, was put and carried, as also the item, Works and Buildings L 5525. The item, LIO,OOO Oamaru Dock, was discussed and carried.
The various items of the proposed loan were also agreed to. The item Roads, L 5072 10s, was carried.
Mr. FRASER moved, "That an Address be presented to His Honour the Superintendent, requesting that he will be pleased to cause the sum of L3OO to be placed upon the Supplementary Estimates, in order to raise the salaries of the Gold Receivers to the amount as brought down by the Government on their Estimates." Mr. MILLAR suggested that it
would be a fair course to reduce the Receivers' salaries in the same ratio as the Warden's salaries ; and moved that the resolution be amended by substituting the figures LI SO for L3OO.
An amendment was moved and negatived, the original motion was then put, and the Committee divided on it with the following result : — Ayes, 9 ; Noes, 12.
The motion was therefore lost.
A motion, to place LIOOO on the Estimates for the purpose of procuring one of Thompson's Road Engines, was negatived by 13 against 11.
Mr. ASHCROFT'S retrenchment resolution was then discussed ; that a commission, consisting of two gentlemen, be appointed by the Government to enquire into the workings of the vai'ious Government departments, and report where they consider retrenchment could be carried out without interfering with the efficiency of those departments. The resolution was adopted.
TRANSFER OF LAND.
Mr. THOMSON moved, on behalf of Mr. Moseley, " That an Address be presented to His Honour the Superintendent, requesting that he will be pleased to recommend to the General Assembly, the- desirability of action being taken, to enable buyers and sellers of Land and other real Estate, by a system of Registration, to transfer, so as to allow parties to sell and buy without having to pay a tax often amounting to a large portion of the property bought and sold."
Mr. BROWN said, while they were suggesting improvements, they ought to suggest one that would meet all the necessities of the case, and this would be attained by making endorsation a sufficient transfer. He would move, as an amendment, "That, with a view of reducing the cost of transferring real property, it is desirable to introduce Torx'ens's South Australian Conveyancing Act into New Zealand, and that an address be presented to His Honour the Superintendent, requesting him to urge the same upon the General Government."
The amendment was put and carried.
Several other resolutions were proposed and carried, and the House then adjourned till 12 o'clock on Monday.
An old bachelor was lately murdered in the United States, and his murderer was acquitted; on the ground that he was a " useless animal."
In Chicago husbands are said to be so fearful of curtain lectures that they add to their announcements of future movements the letters " W.P.," which means " wife permitting."
