REPRESENTATION BILL. Mr. REID moved the third reading of this Bill. Mr. THOMSON said that as the Bill stood, either the Lower Mataura or the Tapanui district woul be unrepresented. Capt. M'KENZIE was of a a different opinion, he thought these two districts would be properly represented. The general opinion of the Council ■was that these districts would be represented, and after several amendments on Mr. Reid's motion were lost, the original motion was put, and the Bill read a third time and passed. The Impounding Ordinance and the Licensed Theatres Ordinance were then discussed in committee, and dates for their third reading fixed upon. COMMITTEE OF SUPPLY. The debate on the following motion, by Mr. TTJRNBULL, was resumed : ■— " That an Address be presented to His Honour the Superintendent, requesting that he will be pleased to cause the sum proposed for Municipalities to be increased to such an amount as will include the usual subsidy to the Corporation of the City of Dunedin." Mr. MOTTAT said, so long as the City of Dunedin had any chance of getting a subsidy, it would never show the self-reliance that it might otherwise exhibit. If the hon. member would not accept the proposition of the Government, he would feel bound to vote against the subsidy entirely, and thought the majority of the Council would do the same. The amount proposed by the Government, for Dunedin, was £1500. Mr. ASHCROFT made an amendment that the amount be £2000, which on division was carried by a majority of three. The following items were then passed: — Municipalities, £3500; Sludge Channels, £500. PROFESSORSHIP OP CHEMISTRY. The Superintendent's Message No 12, contained a recommendation to the Council to reconsider the establishment of a Chair of Mineralogy and Agricultural Chemistry. Mr. REID moved that the Council agree with the recommendation. Mr. SHEPHERD protested against the system of again bringing forward items which had been negatived by the Council. After further discussion the motion was carried by 17 against 5. I ETSPECTOB. OP SCHOOLS. His Honour's Message No. 13, which referred to that portion of his opening address in which he urged the necessity for the appointment of an Inspector of Schools, was then considered. Mr. REID moved that the Council agree with His Honour's recommendation. After some discussion the question was brought to the vote, and resulted as follows : — For, 12 ; against, 13.
