LAND CERTIFICATES TO VOLUNTEERS.

In committee it was agreed, on the" motion of Mr, REli;, that the Superintendent should be requested to grant certificates of land, to the extent of and under the terms of the Volunteers Act 1865, Sec. 29. .

STEAM COMMUNICATION.

Mr. McINDOE moved, "That the establishment of a regular bi-monthly steam communication to Hokitika, via Bluff and intermediate ports, would prove highly advantageous to this pro vine." Mr. RE ID thought the motion harmless. No one doubted that increased steam communication would be excellent, the only question being where to get the money.

IN COMMITTEE OF SUPPLY.

The Superintendent's message, direct-* ing attention to the importance of continuing the subsidy to Local Road Boards, at the rate of £2 to £1, and suggesting the expediency of apportioning the Land Revenue as passed to separate account in terms of Road Boards Endowment Act, 18G8, sub sections 1 and 2, and section 11,whoily to the continuance of subsidy asheretofore was considered.

Mr. REID moved in terms of the message Messrs. McKenz-ie, Shepherd, and Thomson opposed. The motion was, however, carried.

BILLS PASSED. The Universal Ordinance, (Daman* Dock Trust, Educations Keserves, and Grammar School Bills, were read a third time and passed.

BILLS BEAD" A SECOND TIME.

• The Oamaru Reserves Management, Roads Diversion, and Southern Trunk Railway Bills, were read a second time and committed 1 . LAND ENDOWMENT, EDUCATIONAL, AND

PIIILASFTROPHIC INSTITUTIONS

Mr. McINDOE moved, " That in the" opinion of the House, it was advisable to provide a permanent endowment:— 1. For High School and Grammer Schools, £1,000 per annum ; 2. For District Schools, L 4,000 per annum ;}3. For' Hospitals, £2,000 per annum; 4. For Benevolent Institution and Lunatic Asylum, £1,500 per annum; 5., that such endowment be secured by reserving and vesting in Trustees Pastoral Lands of the province, sufficient to realise such amount."

Consideration of the sfch resolution was postponed, the others were carried. OTAGO KEPSESENTATION BILL.

It was agreed, on a division by a majority of 1, to submit the resolutions arrived at by the select committee to the General Government.
