I believe, moreover, that if water is absolu ely wanted, the scheme should* be accomplished by private enterpriser,*--^ and not by the Corporation. Such is the * case in other parts of her Majesty's dominions. If the Council still persist in their pet scheme, I would suggest that a meeting of the. ratepayers be called to hear the expression of their opinions thereon. — I am, &c, Ratepayer.
