KILMARNOCK-STREET.
(To the Editor of the Tuapelca Times.)
Sir, — I beg leave, through the medium of your paper, to draw attention to that portion of 'Kilmarnock-street that has lately been completed, and passed by the rT W.n Council, I believe, as I notice that traffic pases along it. lam at a loss to understand *no*fr the Council could pass such a job, after ~th% specified " one good coat of good, roiiglTcre? IPPay1 PP ay The matter stands thus : — A certaiLContractor puts in a tender for the work a\. a price that neither he nor any one else can perform it in accordance with the specifications, and his tender, being lowest, is accepted. Along with others, I tender to do the work in^a workmanlike style, and my tenser,*wvfch theirs, is thrown out. An ex-Councillor gets the contract, and completes it in his style of work. The rough mebahis so sparingly scattered, that I believe it will require great patience on the part of any person to go and dig for it until he found it ; and the shouldbe clean gravel is a mixture of cjay and dirt, and there is little or none of what any practical man would term gravel. Now, sir, the grievance is this : after a litle heavy traffic on the road, and a few wet days it will be impassable, and then the metal and gravel willjbe found wanting. lam given to understand the said ex-councillor last year actually condemned the same rubbish, as no L , being gravel, and not fit for any job. If a man does put in a tender so ridiculously low, that surely is no reason why said contractor should be allowed to scamp the work, and get hi 3 money as if it were well done. In a case af this description, I consider the ratepayer has to suffer as well as the competent workman, who would do his work without any pointing. Either the Engineer or the Town Council must undoubtedly be in fault.— l am, &c, Fair Play.
