It is said the City Council are taking no practical action towards bringing the C. D. Act into operation, after agitating 1150 matrons and some old women " of both sexes " in the way they have done. An amusing theory has been started to explain the Mayor's phraseology, " old women of both sexes." It is said that Mr Clark regarded some of the ancient male opponents of his action in the above question as "past bearing." Oh, James !
