London, December 27. The Triumph of Bulgaria. The Servian forces have evacuated Widdin. Prince Alexander Has made a triumphal entry into Sofia.

Mr Forster opposes the establishment of an Irish Parliament. Mr Gladstone has stated that he will support any adequate Government measure that may be brought forward for the settlement of affairs in Ireland.
The Postmaster-General and First Lord of the Treasury have approved of the proposals of Mr B. C. Baker, of South Australia, for a federal mail service to the polonieg, and tenders will, it is understood, shortly be invited. v Mr Frederick Napier JBroome, Governor of Western Australia, has not been allowed to send a delegate from that polony to attend the' Federal Council which is to be held at Hobart.
