ENGLISH ELECTIONS.

London, December 8.
It is generally understood that whatever is the final result of the elections, Lord Salisbury will meet Parliament, and submit a programme of reforms contemplated by the Conservative party. The German Press deplores the failure of the Tories in the English elections. December 9.
The returns for the general election to hand up to the present time show that 324 Liberals* 246 Conservatives, and 76 Parnellite candidates have secured seats.
