Sir Michael Hicks-Beaoh, Chancellor of (he Exchequer, addressed a public meeting of the electors of East Gloucestershire last night atCjren.cester, and in the course of his speech denied the existence of a compact between the Parnellite and Conservative regarding the Home Rule question. Sir Michael ex pressed himself in favor of the extension of local self government to the three kingdoms.
