Berlin, September 11. The captain of the Spanish man-o'-war stationed at Yap during the recent seizure of that place by Germany, shot the Governor of the island in tbe shoulder for ordering some of his crew to attack tbe Germans. Prince Bismarck, in a despatch, states that the possession of the Caroline Islands is not sufficient inducement to tempt Germany to be unfriendly with Spain. London, September 13. The negotiations between England and Eussia on the Afghan frontier question are making satisfactory progress, and it is announced that a joint protocol has been ! signed on the subject. September 12. At to-day's wool sales 11,400 bales were catalogued. The market is generally weak. Bombay, September 12. Great scarcity of food prevails at present in tbe Mysore district, and the authorities believe a recurrence of the famiue to be inevitable.

London, September 11. The sentence of death passed on Louis Kiel, the insurgent, has been affirmed. September 10. The funeral of the late Mr Ales. Lang Elder took place at Higbgate to-day. A large number of persons were present, including Sir A. Blyth and Mr Garrick, Agents General for South Australia and Queensland.
