Russian Outrage on a British Official.
The Russians hare flogged a clerk ia the employ of the British Consul at J£esh, a town 30 miles south of Samarcaud. The cause of the outrage was the refusal of the clerk to divulge certain information regarding the English Afghan frontier agents. 15,000 Men to G-arrisoa HeratFifteen thousand men, armed with breech«loaders, will garrison Herat, and a large number of heavy guns are being sent for the fortification of the town.
