The latest news from Tqnquin reports that the French position is extremely critical, and that the Chinese are menacing their retreat from the positions occupied by General Negrier's' force, after the evacuation of Langson.

Lord Derby has agreed to excise clause 26 of the Federation Enabling Bill, but adheres to clause 41, providing that the Council can only be enlarged at the request of the various Legislatures. Lord Derby doubts whether the Bill would be operative without !NW South Wales agreeing to join it.
London, March 31.
The Admiralty have forwarded large orders for preserved meats to the Australasian colonies. ■ •'.■■'
' The French are much incensed at the action taken taken by M. Ferry in regard to affairs in Tonquin. In the Chamber of Deputies, M. Clemenceau characterised M. Ferry's actions as treasonable, and a motion to that effect was tabled, but was rejected. The French loss in Tonquin is estimated at 1503. Large crowds of Chinese are menacing the positions held.
