London, March 13.
Pacific assurances have been received from 'the Czar in regard to the Afghan
affair.
The Standard states that the Earl of Dufferin, Viceroy of India, has been warned to prepare for emergencies.
It also states that the Ameer of Afghanistan has been nssured that his territory will be protected.

London, March 4
.The British Government, in issuing their ultimatum to Kussia forbidding any further advance towards the Afghan frontier, acted upon the advice of Sir Peter Lutnsden, Afghan Frontier Commissioner. Russia has declined to retire from auy position occupied by her troops, but disclaims all intention of encroaching upon Afghanistan. It is expected that a peaceful settlement of the difficulty will be effected.
March 6.
The Itussian Government have sent an order to America for the building of several war cruisers.
March 8
•It is rumored that Mr Gladstone will retire from office when the present difficulty with the Eussian Government has been settled.
