The amendments proposed by the Im» perial Government in the draft Bill to constitute a Federal Council of Austra^ lasia are now shown to be chiefly verbal, and are likely to prove quite unobjectionable to the Colonies. Hovas Defeated by French, An official telegram from Madagascar, which has been published, states that the French forces have captured a fort containing five guns at South Vohemas, and that in the engagement which took place two hundred Hovas were killed. Addition?,! China War Vote. The Senate agreed to an additional forty-thrre million francs being voted for the French operations in Tonquin. France BelligerentIn the debate which took place on the motion for the credit, M. Ferry promised that immediate action should be taken by the Government to cany on the war with China. Caieo, December 12. The Austrian, French, and Italian Governments support the claim of Germany and Bussia to seats on the Commission of the Caisse of the public debt.

London, December 11. It is not expected that the samples of diamonds sent Home by the Australian Diamond Mining Company of Biugera, New South Wales, will be worth more than twenty-two shillings per carat.
The French Chamber of Deputies have accepted the rejection of their amendment by the Senate in reference to the election of the latter Chamber by universal suffrage.
Consul Stubel's memorandum referred to Anglo-Australian competition with Germany in her portion of the Pacific trade.
To-morrow the Agents-General will receive a copy of the amendments proposed to be inserted in the Federation Enabling Bill. These are believed to be of a trifling character and provide for additional consulates for the colonies, and also that an increased display of strength amongst the Polynesian Group of Islands is imperative.
Towards the proposed guarantee fund of £30,CC0 for the Colonial Exhibtion in J 886, Canada guarantees £10,C00, JN"ew South Wales £5000, and the Cape Government will probably guarantee £2000.
