Wellington, Yesterday.

On the motion of Mr McLean a return was ordered, showing the laod available for concession under clause 3 7 and 8 of the East and West Coast Kailway Bill.

The Colonial Secretary moved to recommit the Government Insurance Bill; he explained thai; on the previous night a clause was to be inserted that no life insurance business was to be conducted by Government out of the colony. He found this would be a most mischievous clause, as there were a large number of people insured in the Government Department, but now residing beyond New Zealand, and who would be seriously affected if this provision were allowed to remain as it was. —The bill was re-committed, clause 38 further amended in the direction of protecting such policies, and reported, the third reading to be ordered for next day.

The Greymouth and Westport Harbor Board Bills were read a third time and passed. The Police Offences Bill was committed, and amended, tho principal amendment being one which effected the " Sunday trading " clause, in which provision was made for exempting morning newspapers from penalty for working on Sundays.—The bill was then reported.

The Destitute Persons Bill was read a third time and passed.

The Draining of Mines Bill was further considered in Committee.—Dr Pollen moved to report progress without. asking leave to sit again.—The Council divided :

ayes, 11; noes, 10. The bill was therefore thrown out.

The Public Works Bill was re com mitted and reported with amendments.

Mr Wilson moved the second reading of the Printers and Newspapers Registration Bill.—Mr Reeves moved that the bill be read a second time six months hence.—Mr McLean moved the adjourn* ment of the debate, which was negatived. —Mr Waterhouse supported the amendment, as also did Dr Pollen.—The amendment was carried.

The Workmen's Wages Bill was read a third time and passed.
