[SPECIALS TO THE PfiESS ASSOCIATION] London, June 12. The Daily Telegraph's Paris correspondent is of opinion that the speech recently made by Sir H. B. Loch, Governor of Victoria, indicates a much less aggressive colonial feeling. The National asserts that the diplomacy of the present Senate is settling the recidiviste question quickly. M. Courmeaux recommends the annexation of the New Hebrides by France. The fast passage recently made by the New Zealand S.S. Co.'s Ruapehu has been beaten by the Tongariro by eight minutes. The person whom it is alleged assassinated Colonel Sudeikin, Chief of the Eussian Police, has been arrested in Germany.
