Borough Council.

INSTALLATION OF MAYOR. The annual meeting of the Council was held afc twelve o'clock to day, for the purpose of installing the Mayor for the ensuing year. . Or McGowan presided, and there were also present : Crs Bawden, Carpenter, Osborne, and Wilson. Some little delay occurred in obtaining a quorum. The minutes of the last annual meet* ing were read and confirmed. The returning officer's announcement that Col. Fraser, being the only person nominated for the office, was duly elected; and, a communication from the Government acknowledging the receipt of such announcement were received. The Mayor then made the usual declaration/ Gr McGowan, before vacating the Chair, said that it would be pleasing to him and doubtless to the Council if they could look forward to the expectation of any dawn of a bright and hopeful year for the Borough, but he regretted to say that ho saw no such indications. They must go along as best they could. He then welcomed the Mayor. The Mayor in returning thanks for his re-election, said the Council should do the best it could undoubtedly in the way of exercising the most rigid economy, and he asked the members to support him in en* deavouring to carry out the very disagreeable policy of retrenchment, which was necessary iv view of the condition of the Borough. The meeting then rose.
