The Peninsula and Oriental Steamship Company have declared a dividend of 5^ per cent, for the past half-year. The French and German Press are now engaged in renewed bickering, the latter assuming a menacing and aggressive tone.
Calcutta, Nov. 16
The *Victorian' and New South Wales Commissioners^for the approaching International Exhibition have arrived here. The colonial courts are progressing very favorably, and will, it is expected, be completed when the building is opened. London, November 15.
The total reserve in the Bank ofj Engr land in notes and bullion, is £12,400,009, an increase of £300,000 during the week. The proportion of the reserve to the liabilities remains at 43 percent.

London, November 15. The Morning Post, in an article on the federation of Australia, asserts that such a step will meet with, universal approbation. The Transvaal Envoys demand a convention based on similar terms to Sand River Conference. It has transpired that the articles seized as being detonators are only patent burglar alarms. ' News from Madagascar has been received that the Hovas have offered to negotiate with the French for a settle* ment of the difficulty, and the French have commenced a bombardment of Foul Point. The Marquis Tseng and M. Ferry met to-day.
