Albany, Yesterday. The .P. and O. steamer Thames, with the inward mails dated London, Septeni* ber 7, arrived in King George's Sound to-day. MELBorjENE, Yesterday. The following scratchings for the Mcl bourne Cup have been posted:—Eva, Gloucester, Masquerado, and Malparinka. Sxdnex, Tuesday. The N.S.W. Parliament was opened today by the Governor, who, in his speech on the occasion, announced that a bill would be introduced to regulate the sale and occupation of the land of the colony, and among other important measures, bills for amendment of the laws regarding libel and contempt of Court; for the regulation of the Civil Service, and amendment of the Postal Act and bankruptcy law. His Excellency's speech referred to the important Annexation Conference to beheld here at the end of next month. He announced that the railway construction was making rapid progress, and that in addition to 1300 miles now open for traffic, 548 are in course of construction and that trial surveys had been directed for light railways to act as feeders to main lines. The Address-in-Eeply to the Speech from the throne was agreed to this evenby both Houses of the Legislature with* out discussion.
