Joint Meeting of Borough and County Councils
RE WATER SUPPLY FOE MOTIVE POWER.
Present—His Worship the Mayor (in the Chair), Borough Councillors .Mennie, McGrowan, and Bawden, and Cr Brodie (County Chairman), and County Crs Bagnall, Bull, Deeble, Murdoch, and Porter;
The Chairman said the meeting was called to see if some arrangement could not be come to regarding the settlement of the little differences connected with water supply in the Borough for motive power. It was a pity that any industries in the district should be interfered with. It had been proposed that a small joint committee of both bodies should sit and arrange such matters, and the income to be derived from the supply should be equally divided between the Borough and County. Daring a discussion it transpired that the Borough was entitled to only thirty gallons per | head per day of the population, and its draught, on the County water supply was at times greatly in excess of that quantity. Cr Brodie thought that the Borough should have an ample domestic supply, and the County should supply the motive power required, paying the Borough for, allowing the water to pass through their pipes. It would have been very awkward had the County resorted to extreme measures—as they were frequently justified in doing—by cutting off the supply. However that was done with, and the iest thing then to do was to come to an arrangement in the matter. The Mayor stated the annual revenue derived from water supplied in the Borough for motive power to be £117 10s. After a long, desultory, and—at times—slightly inclined to be acrimonious discussion had taken place, Cr Bagnall moved and Crßawden seconded-r"That a committee of 2 members of each Council be appointed to consider all applications for water for motive power from the Borough mains ; to have power to fix all rates of payment for such power, and no power shall be granted from such, main, unless recommended by this committee That all revenue for domestic supply shall be Borough revenue? That all revenue from motive power be divided i equally between the Borough and County Councils: That domestic supply shall not include the supply of steam boilers, battery tables, or any motive power whatsoever : The County Council to supply all necessary water, and the Borough Council shall keep and maintain all present mains: Tkis arrangemant may be amended or determined on either Borough or County giving three months notice; the arrangement to commence from this date." Th.i§ was carried.
The Mayor stated that a meeting of the Borough would.be held on Thursday night, when the Council would appoint their representatives, and he supposed the County at its meeting to-morrow would do the same.
It was resolved that all matters of account in dispute between the two Councils be referred to tae Mayor.
