Intelligence having been received by Government that revolutionary designs had been manifested in the ranks [of the militisry stationed near Togrono and Barcelona, a large force of loyal troops have been despatched to those places, in view of a possible rising. The recent indications of revolutionary tendencies in the army have caused much alarm, and the Cabinet has consequently issued 8 proclamation announcing the suspension of the Constitution now existing in Spain. News is to hand from Barcelona that numbers of the insurgents who had congregated near that town hare dispersed, owing to the intelligence that a force of troops is on its way to the scene. Capetown, August 9. Cetewayo Reported Alive. It is now reported that Cetewayo has escaped to his reserve territory in Zululand, and is still at large. London, August 9. In the course of a speech delivered at the Mansion House yesterday evening, Mr Gladstone referred to the difficulty which had arisen at Tamatave on account of the manner in which the French Admiral had treated the British Consular and naval officers, and announced that fuller advices which had been received confirm the hope that a speedy and satisfactory settlement of the matter will be arrived at. The Parnellites are irritated at the re* ception extended to the Messrs Eedmond in Australia, especially in Sydney.
