' Major Atkinson delivered his address on JSTational Insurance at the Theatre last night. 800 were present, and accorded him a most favorable reception; His address was in most respects similar to his previous utterances elsewhere, but he said he proposed in bis scheme to make it optional whether,persons joined EriendlySocieties or came under the scheme. He stated that National Insurance accounts would be kept separate, and that he felt certain that contributions would be more than sufficient to provide for the benefits stated and that any excess should be for the benefit of people either by increasing sick allowance or annuities; or by a return similar to an insurance bonus. A number of questions were asked, and on the motion of Mr Levestam, M.H.R., seconded by the Hon. J. W. Barnicoat, a hearty vote of thanks for the able address was carried by acclamation. A similar vote to the Mayor, who was in the chair, terminated the proceedings. .
