Thames Borough Council.
The usual meeting was held last night, when there were present:—The Mayor, Crs Speight, Carpeuter, Veale, Osborne, Meunie and McGowan. —The minutes of the previous meeting were confirmed.-—The tender of Mr Casey for the supply of 600 sleepers for the Tararu tramway, at a cost of £1010s per 100 was accepted.—The following applications were dealt with:—Mr Kennick for permission to erect horse posts in front of his hotel in Pollen street. Granted. Mr McCoun for leave to put a box drain across the footpath in Willoughby street. The Council could not allow the by-law to be infringed, and resolved to give the applicant pipes to lay down, in placo of the wooden drain. Mr Schofield asked that gravel might be laid near his school in Cochrabe street; this application was referred to the Works Committee. The manager of the gas works asked to be allowed to break the footpaths for the purpose of laying down pipes in cases where it was not convenient-to carry them through the drain pipes, as required by the by-law. The Council resolved that snch would only be permitted upon special leave being granted.—Mr L. Ehrenfried wrote concerning the purchase of St. George's Hall, and reminded the Council that the members of it had the deeds of the property in their possession before the offer of £750 was made for it, and they were then aware of the restriction which they, now desired removed. He was willing to have the insurance clause elioinated from the deed, and asked that they would, as soon as possible, let him know when they would be prepared to execute the deed. It was resolved that the com-
munication be received, and that the Council had nothing to add to their previous letter.—The Relieving Officer asked for instructions as to whether a case of diptheria should be sent to the fever hospital, and the Town Clerk was instructed to write to the hospital authorities on the subject.—The Recreation Ground Committee was authorised to deal with the offers made to lease the reserve at Kauaeranga Valley. The tenders re» ceived were : ■W. McConnell, £35 per annum; John Dignan,. £31 10s do.; E. W. Power, £15 do.—The financial statement was received and adopted, aud accounts amounting to £45114s 4d were passed for payment. A special meeting of the Council was then held for the purpose of passing a bylaw regulating the keeping of pigs within the Borough. A long discussion took place as to the parts of the Borough wherein the"prohibition should exist, and it was finally resolved on the motion of Cr Speight—" That on and after the Ist day of July, 1883, swine shall not be kept by any person in or upon any premises or allotment having, hs shown by any map or plan of the township of Shortland, or of Grahamstown, a frontage to Owen street, Brown street, Abraham street, Burke street, Beach Road, Cochrane street, Albert street, Davy street, Kirk wood street. Queen street, Pollen street, Pahau street, Walters street, Mary street, Sealey street, Richmondstreet, Willoughby street, Grey street, Mackay street, BaiUie street, arid Rolleston street—Within the boundaries of the Borough of Thames, nor within any other portion of the Borough of Thames, if kept within 150 feet of any dwelling situated on the south side of the Opotomoka Creek. Any person who shall after the Ist day of July, 1883, keep, or permit to be kept, any swine in or upon any premises or allotment having a frontage to any street described or enumerated as aforesaid, shall for each day or part of a day any such swine are so kept or permitted to be kept be liable to a penalty not exceeding £5 for each swine so kept, or permitted to be kept, upon any Buch premises or allotment." The Council then rose.
