In the Chamber of Deputies to day, M. Duclerc, the Premier, stated, with reference to the proposed establishment of a French protectorate over Tonquin, that a sum of nine million franc? would be required to carry out the project, and announced that he would shortly ask the Chamber to authorke the appropriation of that sum to deiray the expense! in connection with the expedition.
