LEGISLATIVE COUNCIL.

Wellington, Yesterday,

The Land Act 1877 Amendment Bill was further considered in Committee.— Mr Reynolds moved in clause 31 to insert the following new clause:—" Should the lessee within a period of five years have complied with the conditions of improve: ment as set forth in sections 33 and 36 he shall be entitled to acquire the fee simple of the land comprised in his lease at a price to be fixed at a time when the lease is granted."—After two hours' dis cussion the Council divided, ayes 15, noes 15. The Chairman gave his casting vo c with the ayes. ■ ■ Wellington, This day.

At the evening sitting the 63rd clause, known as the McKenzie one, was amended by adding a proviso to prevent it applying to any transfers or rights, interests or titles, acquired by mortgage. This was carried by 12 to 5.

Clause 76 was struck out,

Mr Reynolds moved a now clause giving leaseholders the right to protection within 11 years.—-Carried by 14 to 8. The Bill was reported as amended. The Rating Bill was read a second time.

The Council adjourned at 12.15.

HOUSE OF REPRESENTATIVES

Wellington, Yesterday.

Replying to a question put by Mr Montgomery., Major Atkinson said the following were the bills Government intended pushing through this session, unless members were prepared to remain in session some weeks longer, the other measures on the Order Paper would be dropped :—New Zealand Colonial Inscribed Stock Loan, Roads and Bridges Construction; Counties ■ Act Amendment, North Island Main Trunk Railway Loan, New Zealand Loan, Customs Duties Consolidation, Rabbit Nuisance, Sheep Act Amendment, District Railways Act Amendment, Rhodes Estate Duty, Education District, Amnesty; Rangipo Murimuto Agreement Validations, Cemeteries, Greymouth Native Reserves, Registration of Births and Deaths Amendment, Licensing Act Amendment, Mining Companies Registration Validation, and Education Reserves Act Amendment.

In Committee on the New Zealand Colonial Inscribed Stock Loan Bill the rate of interest mentioned in clause 8 was changed from 4 to 5 per cent.

The debate on the reading of the Roads and Bridges Construction Bill was resumed, and Mr Hutchison moved that it be read a third time, that day three months. The amendment was afierwards withdrawn, and the motion put and carried by 47 to 14.

The Counties Act Amendment Bill was read a third time and passed. The North Island Main Trunk Loan Bill was read a third time and passed.

Major Atkinson moved the re-committal of the New, Zealand Loan Bill to enable him to propose a fresh allocation of the £35,000 for the Southland lines.—The bill was re-committed.

' In Committee, Major Atkinson moved that;the item "Lumsdexi, Marora, Gore, Seaward Bush,Eelso, Riversdale, Switzes, £35,000," be inserted—Agreed to,' and the bill passed. On the final stage of the bill, Mr Macandrew protested strongly against further foreign borrowing, and Major Atkinson briefly replied, after which the bill finally passed.

After the usual adjournment, the following Bills were ipassed through Committee, reported as amended, read a third time, and passed :—Rabbit Nuisance, Sheep Act Amendment, Education Reserves Act Amendment, Districfcßailway Act A.mendment.

The Licensing Act Amendment Bill was further considered in Committee, but progress was reported on clause 4, and leave,obtained to sit again. The New Zealand Colonial Inscribed Stock Bill was read a third time and passed.

The Revenues Act Amendment Bill, received by message from the Govern -r, was read a first time.

The House rose at 1.20 until 2 to»day,
