Wellington, Last night. The House resumed at 7.30. The Dangerous Goods Bill was read a first time. The Governor's assent was notified to the Railway Construction and Land Bill, the .Resumption of Land for Mining Purposes Bill, Reserves in Mining Districts Bill; and the Mining Companies Act Amendment Bill was read a second time. NEW ZBALAND LOAN BILL In Committee on the New Zealand Loan Bill, Major Atkinson asked Mr Shrimski to withdrawn his proposed new clause as to the rating for deficiency, the principle having been affirmed by the House. The insertion of the clause would ruin the bill. Mr Shrimski declined to withdraw the clause. Messrs Fergus, W. C. Buchanan, J. E. Brown, Dodson, Harst, Stevens, Petrio, and others opposed the clause; and Messrs Fish and Holmes supported it. Mr Seddon moved an amendment on

Mr Shrimski's amendment to provide that where railways are carried through private lands and it can be proved that the value of such lands is increased thereby 10 per cent., the said land shall be taxed fire per ceut. per annum of such increased value; the laud to be valued under the Property Tax Act. After considerable further discussion the Committee divided on the question that the words of the original motion be retained instead of Mr Seddon's proposed amendment .—Ayes, 42; noes, 33. Mr

Skrimski's clause was therefore struck oui. This day. J After the usual adjournment, Seddon's new clause was put, and rejected on a division by 43 to 26. Barron's was ruled out of order, as being in substance the same. The Commi tee then proceeded to consider the schedule, and after long speeches from Turnbull and M. W. Green on the general question of borrowing, J. Buchanan moved that the item I Napier-Woodville, £160,000, be reduced by £60,000, as he wisked the sum devoted to Napier harbor instead of the railway. I Mr Montgomery pointed out that if i the item was reduced, Napier would probably lose the money altogether, as unless the Government put it down for harbor works no one else could, and he under" stood Government would not consent.

Smith and Sntton opposed the reduc* tion, and on division it was rejected by 42 to 15, and the item passed.

Munro proposed that the vote for the Greymouth-Eeefton line extension towards TJpefton be reduced by £50,C03, as themoney could be more profitably spent on Other works on the Coast. The redaction was negatived by 45 to 10. Holtnes moved that the Alburj Creek branch extension to Burkes Pass be reduced by £25,000 To carry the lme to Burkes Pass would be a scandalous waste of money. He wished to strike out the words " Burkes Pass," but the Chairman ruled that the words could not be altered ; all the Committee had power to do was to reduce the amount or pass or reject the whole item. Fish, Montgomery, Sheehan, and others took exception to this ruling, contending that the bill was not an Appropriation Bill, and the wording could be altered.

Trimble and Atkinson supported the Chairman's ruling, and after some discussion an adjournment of the House took place. On resuming the Chairman upheld his former ruling that the words could not be amended. Weston moved to report progress, seme discussion ensued, and at 4.30 Trimble relieved Hamlin as Chairman. At 5 o'clock the motion to report progress was negatired by 35 to 24, and the item passed as printed. Turnbull moved a reduction of £200,000 in the item Otago Central, which was lost on a division of 40 to 8, and the item passed. Joyce moved that the item LumsdenMaraora branch to complete section to Makareta be struck out. It would open up little, if any, Crown land of good quality. The motion was rejected by 23 to 21.

Captain McKenzie then moved that the item be reduced to 20 shillings, intimating his intention to oppose or divide on it £1. by £1. On a division the reduction of the vote from £12,000 to £1 was carried by 24 to 12. A. motion of Duncan to report progress was then lost on the voices.

M. W. Green moved the omission of the item £200,000 for the purchase of native lands, which was lost on the voices and the item passed.

Green then moved that the item Public Buildings £300,000 be omitted, but subsequently altered this to £100,030; lost on the voices. Turnbull then moved the the item be reduced to £200,003; lost on a division by 21 to 26, and the item passed. At 7 a.m. Hamlin resumed the chair, when George moved the item, Immigration £200,000, be struck out. Lost on division by 34 to 11. Levestam moved to reduce the item to £100,000; lost on a division by 29 to 16. J. Buchanan moved another reduction to £150,000; lost on the voices, and the item passed.

M. W. Green moved the item roads to open up Crown lands, £2C0,000, be reduced to £100,000; lost on the voices, and item passed. Turnbull moved to reduce item Roads and Bridges, £100,000, to £50,030; lost on the voices. Turnbull then moved it be reduced to £50,000; lost on voices. Item passed, and other items having all been agreed to, the question that the Schedule as amended by the one reduc> tion (Lumsden, Mararoa) be agreed to, was carried on the voices, and the bill reported as amended. On the motion to adjourn, Feldwick called for a division in order to record the names of those who had been there all night. The adjournment was carried by 26 to 18, and the House rose at 8 a.m. until 7.30 this evening.
