GENERAL SUMMARY.

San Francisco, November 21.

The sailing of the steamer was postponed till iate on account of the snowbound i trains on the Central Pacific Railroad. Persecution of the Jews. The Jews are fleeing from Russian and German persecution, and are finding their way in numbers to America. 160 armed on the 15th, mostly agriculturalists, and strong, hardy men.

A new form of distemper is prevailing among horses in New York that is puzzling veterinarians. Many are dying despite the utmost care.

The Constitution of the German Eeicbstag by the recent election is nine Conservatives, two of the centre party, sixteen liberals, fourteen successive liberals, twenty-three progressionists, four of the party of the people, thirteen socialists, and four particularists.

The Empress of Russia- is enceinte, and will probably be confined in May. The ceremony of coronation will therefore be hastened.

The Pope and Cardinals have had the Irish question under consideration. Alexander Mitchell Moir, merchant has failed for £61,000.

Tbe Marquis of Lome, replying to au address in London, said there was hardly a person in ten thousand in Canada who did not attach the utmost value to its Imperial connection. The Princess Louise accompanies tbe Marquis to Canada fire weeks hence. The Marquis resigns the Governor-Generalship early in 1882.

The Paris Figaro, referring to tbe papers offered to tbe United States Government by Dr Rochambeau, says it is doubtful if the gentleman is Kochambeau at all.

Morris defeated Hosier by 200 to 182 in tbe cushion caunon billiard championship tournament held in New York.

The complete annihilation of tbe village of Elm, Canton Glaros, appears to be only a question of time and bad weather. The summit of the peak nearest the Tillage is moving.

The Ministries of agriculture and commerce have been separated in the new French Cabinet.

Tbe prize fighters, Holden and White, were arrested by the Sheriff of Ashmore, County Ohio. They volunteered to go without requisition. In the four rounds fought White, the American, was knocked down several times, and one eye was partly closed. Both men were much chagrined by the arrest.

The English barque Ban DOr ia reported sunk at sea. The orew was taken off by the barque Lawwood and brought to New York.

John Walters, of the Times, speaking in Berkshire, advised Englishmen to emigrate to America; they would be as likely to succeed there as men of any other nationality.

A despatch from Constantinople, Nor. 16, says 5,00 people are dying daily in Mecca from cholera. The steamers at Djeddah refuse to embark returning pilgrims.

The Fatti conceit in New York realised 4,000 dollars for the Michigan fire sufferers.

The cost of the Tunisian expedition so far to France is 4,500,000 francs.

The Berlin Press covers Gambetta's new Ministry with ridicule and scorn.

A Paris correspondent says Paul Beat's appointment as Minister of Worship as well as Minister of Instruction, has created a very bad impression, and permanent officials, who have hitherto managed the Department of Worship, have resigned, and others are expected to follow.

The Secretary of the American Legation in London has by letter thanked the Common Council of that city for saluting the United States flag on the Lord Mayor's Day.

A barrell of naphtha oil burst on board of the steamer Severn in Kingstown harbor, and caught fire to the store in the steerage. The result was that five sailors and one passenger were burned to ashes, and the steamer herself was nearly destroyed before the flames were extinguished.

the ship Kelmardeo, coal laden, from Glasgow to San Francisco, was burned at sea off the coast of Chili.

Great Storm at Manzauillo.

Advices from Panama report a violent storm at Manzauillo, which completely destroyed the town. la port at the time were—the British ships Alnwick Castle, of London, uud the barque James D. Bell; Sau Francisco, American schooner ; Theresa, San Francisco; schooner Acapulco, of Mauzanillo; and the American barque Anti cli, of San Francisco. Of these all were destroyed, except the Antiocb, which, alter being driven ashore, got ofl", although in a leaky condition. The Alnwick Castle—the most valuable of these vessels — was a total loss. The town waß levelled to the ground, and the loss is estimated at half a million dollars, independent of the shipping destroyed. Henry Abbey has secured the management of Fatti's concert American season. Her French managerß> were a failure. The population of the United States was finally determined by last year's census to be 50,155,783. Lawson, the proprietor of the London Daily Telegraph, bought the Duke of Westminister's Cleveden estate, for £200,000. The British ship, Edith Lome, was totally wrecked on Columbia bar. The vessel had been loaded at Portland with 23,009 ceatrals of wheat, valued at 44,000 dollars, and was bound for Liverpool. The cargo was insured in the Commercial Union, London. The Vessel was owned by Taylor and Co., of Dundee, and was valued at 70,000 dols. The Captain and crew are safe. The barque Lara from Hull to San Francisco is reported as having been abandoned at sea on the 22nd of October. The Captain and part of the crew landed at Acapulco, in Mexico, and the remainder have not yet been found. - Great RobberyHatton Garden Branch Post Office, London, was robbed on the 18th, and £100,060 in value was carried off. The brilliant execution of the robbery shows it must have been planned by men of great skill and audacity. Shortly after four o'clock in the afternoon, when the Post Office clerks had just finished sealing the bags of registered letters that were to go out by the night mail from the General Post Office, the thieves entered a branch office, suddeuly blew out the gas, seized the registered letter bags and escaped. No clue has been discovered up to date.

Later dispatcher from Berlin say the Emperor's speech or message was listened to with icy coldness, not one sentence applauded. All kinds of rumours were in circulation—even the report that the Emperor had abdicated.

The North German Gazette terms the message to the Reichstag the " Emperor's Programme." The Pacific National Bank of Boston has failed and also involved the Central National Bank. Poor financial management is the cause.

The Idiot Asylum Columbus, of Columbus, Ohio, was burned on the 18th. There was no loss of life. Great Railroad Combination* Id all probability there will be a consolidation of railroad interests which will result in a stronger railroad combination than ever existed in tbe United States. The roads interested, it is said, will form a direct transcontinental line from New York to Portland, Oregon, and will comprise tbe following lines:—New York, West Shore, aud Buffalo road; Buffalo and Chicago road; Chieigo, Milwauki, aud St. Paul road ; Northern Pacific road and Oregon Railway and Navigation Company roads. They will be in running order in two years. The distance by road now being constructed between Chicago and New York is forty miles shorter than any other route, and the line for its whole length runs through very productive country. The landlords, magistrates, tenants, and tradesmen have held a large meeting at Roscrea, County Tipperary, to support Government, and for mutual protection against boycotting. The Turkish navy is being reduced. On the 19th 2000 sailors were dismissed, and several ironclads will be dismantled. English children found in a French and Arab acrobatic troupe performing in Constantinople were reclaimed by tbe Consul-General, and forwarded to England. They were treated with horrible professional cruelty. A man, supposed to be Irish, was arrested in Berlin for purchasing clockwork similar to that of Tuomassen's infernal machine. A Parliamentai/ Scene. An attempt to put down the Conservative leader Canoras in the Spanish Cortes, on the 19th led to a stormy scene, which at one time threatened to become a general riot. Members abused each other roundly, and shook their fists in each others face. Senor Sagasla, the Liberal leader, tried to restrain his partisans, but in vain. Nothing bfs been seen like it since the famous Fedral Assembly under the Republic in 1873. Valparaiso. The Custom-house was burned on the 19th; loss, £200,000. The English Land Company are negotiating for a large track in Dakota h Territory, 5800 miles west of Bismarck, the capital. In the case of David Grant versus the Mayor of Montreal, Canada, for illegal arrest, the Court decided that Orange Societies were illegal under the laws of the country. Walton, the American, recently left London for New York with £67,000, turf winnings. Some of the sporting journals insinuated he tipped jockeys and trainers, which he denies. The Emperor William's health gives serious apprehension. " Rumors in London circles are that the Marqnis of Lome will succeed Earl Cowper as Lord Lieutenant of Ireland, and that Mrs Langtry will embrace the stage, appearing first in New York.
