London, November 23. Earl Oowper, Lord Lieut, of Ireland, made a speech to-day,at Belfast, in which he took occasion to thank the landlords of Ireland for rallying to support the law. He added that be feared the discontent and ill feeling of tenants were deepseated. ■ Washington, November 23. The trial of Guiteau, for the murder of ' President Garfield, continues. Witnesses j now being called for the defence are seeking to justify the belief in prisoner's insanity. Natal, November 23. The appointment of Mr W. J. Sardall, one of the assistant-secretaries of the English Local Government Board to the Lieut.-Governorship of this colony in succession to Sir Evelyn Wood is viewed with much disfavor throughout Natal, and the Legislative Councils at »its sitting today voted six roitead of the usual twelve months supplies, as a protest against Mr Sardall's appointment. ■ London, November 23. A general and gradual revival of agrarian outrages and Boycotting has of late been apparent in Ireland, and the attitude of the Land League is causing much apprehension. The Times, in a leading article to-day, commenting upon the present position of affairs in that country, describes the situation as< disappointing and disquieting in view of the recent labours of the Land Commission for the extermination of agrarian difficulties.
