It is announced that W. J. Sendall, one of the assistant secretaries of the Local Government Board, is appointed Lieut.Governor of Natal. Sir Evelyn Wood, the present Governor of the Colony, will return to England at the end of December.

Count De Saint Hal Her, the French Ambassador to Grermaoy, has resigned his post.
St. Petebsbueg, November 15.
General Chauzy, Ambassador of France to the Russian Court, has resigned, and vrill shortly return to Paris.
Washington, November 16.
The Hon. L. S. Sackville West, new British Minister to United States, presented himself to-day to the President at the White House. General Arthur, in receiving Mr West, stated that he would do his utmost to increase the present harmony and good-will which existed be* tween England and America.

In the Chamber of Deputies to-day, M. Gambetta, in a long and important address set forth the Ministerial programme for the session, and explained at length the views of the new Government. In the course of his speech he referred especially to the necessity of introducing a gradual reform; the importance of extending the commerce of the nation by the aid of the treaties of commerce; and to the necessity of maintaining peace both at home and
abroad.
[Special to the Meiboubne Abgxts.] London, November 1. Mr Contemplates Resignation. The Standard announced this morning that important changes in the constitution of the Cabinet are impending. Mr Gladstone, whose health is far front satisfactory, contemplates resigning office as Chancellor of the Exchequer, and is eren meditating the advisability of closing his political career, and retiring into private life. The Mechanics' National Bank, the largest banking establishment in New Jersey, has been compelled to suspend payment in consequence of the extensive embezzlements of the cashier, who succeeded in converting to his own use one million dollars before he was discovered and arrested. It has transpired that the bank has lost 2,000,000 dollars, and, it is
believed through a conspiracy. Some of the borrowers to whom improper concessions were granted have been arrested.
A Nihilist laboratory for the manufacture of explosives has been discovered at St. Petersburg, and was seized by the Eussian police.
The agitation which has been in progress in Camoa for some time past for the complete independence of dominions is reported to be increasing.
Mr Duckey was fined £15,000 for having voted us a member of the Quebec Legislature when not qua'ified to take his seat. The Irish Land Court has reduced the rent of ti nan's by one-fourth in a large number of cases. Lord Harrington, speaking publicly, has declared that the tenure of land in England is artificial and insecure. He also expressed an opinion that the capital invested bjf tenants must be secured, but without giving them co-proprietary rights. It is rumored that the great seal is about to be placed in commission, owing to the unsatisfactory state of Lord Melbourne's health. The Anti-Vivisection Society has taken steps for the prosecution of Dc Ferris, a well known experimentalist and discoverer, for conducting experiments upon living animals without obtaining a license for that purpose under the Anti "Vivisection Act. Mr Blame, the American Secretary of State, announced that the United States Government prohibits Chili from taking advantage of its victories and absorbing Peru. Austro-Cteraanic Alliance. A semi-official journal, published at St. Petersburg, states that an alliance hostile to Russia has been completed between Germany, Austria, and Italy, and that the peace of Europe hangs upon a hair. The Austrian Government have issued a circular note to their diplomatic represents tives abroad intended to allay the excitement which has been aroused throughout Russia by the recent interview between the Sing of Italy and the Emperor of Russia. _
