London, November 1. Lord North has been appointed a judge of the High Court of Justice.
The London and Chartered Bank of Australia had declared a dividend of 5 per cent for the past half year, and carries £1000 to its reserve.

The Irish Land commission gave its first decision to day on one of the questions brought before it for settlement. It was only an application by a tenant under the " fair rent" provisions of the Land Act, but the decision of the Commission was in favor of the tenant' s application, and it fixed a reduced rent for his holding. Berlin, November 2. The German Government has instituted a prosecution against the Anti Jewish organ Die Eeichherald, for publshing articles with the object of fomenting the feeling against the Jews iv Germany.
