A late cablegram says a secret society has been formed at St. Petersburgli for the purpose ot frustrating the aims of the Nihilists. It is just possible the Government of Russia is at the bottom of this movement, probably considering that fighting one section of the people by another section is the. cheapest and least dangerous mode to the governing classes Destruction to the leaders of either side may mean greater security to the State, for. while the two parties are fighting among themselves the third party, the Government, and the one most interested, may remain unmolested. The Caar and hfs Ministers have shown themsefves incompetent to deal with the Nihilist organisation, and to allow it to operate any longer unchecked, or even as forcibly as in the past meaut destruction to tbe peace and prosperity of the Russian Empire.
