Cherif Pasha, President of the Council of Ministers, has issued a manifesto setting firth the programme of reform proposed to be carried out in Egypt. The manifesto suggests that at present European control of Egyptian financial arrangements should be maintained. The Khedive has expressed bis approval of the Ministerial programme.-; *

Russian and German official newspapers are almost unanimous in declaring that the meetings which took place last month at Sastein between the Emperors of Germany and Austria, and recently at Dantzic between the Czar and Emperor William, testify fully to the re union of the three Emperors, and afford a guarantee to European peace.
