Sib, —There was a great deal of dissatisfaction manifested by those who tendered for the silt works for the harbor board last night, and well there might, for after the engineer had been at the trouble of making a plan and makingout the specification and estimate, which was not much below my tender, it being the lowest, then they make it out they have not the money tor it, after all the trouble we have all been at in tendering for it, and none of the tenders was accepted/: all being informal.
