,Mb Stevens, the member for Christchurch, has again been beaten ou his Fire Prevention and tbe Fire Brigades Bill, and no doubt owing to the influence brought to bear by the Insurance Companies doing business in the colony. In another column we give the substance of the clauses of the bill that passed in committee during the early part of last night's sitting; but later on it appears Mr Stevens was beaten upon clause 17, the principal one in the bill. It is printed' as follows :—" Insurance companies insuring from fire any property in any city or borough shall collectively pay pro raid- annually to the Council, by way of contribution towards the expenses of carrying this Act into effect, a sum not exceeding one-third of the entire cost incurred by (he Council for fire prevention purposes during the year, for fire prevention, provided that the payment to be so made by the fire insurance companies, collected as aforesaid, shall not exceed a rate of one and a-half per centum of the premiums received in respect of property in the city or borough during the year, less the amount of all reinsurances paid by them to otner fire insurance companies carrying on business in the Colony of New Zealand, in respect of the property on. which such premiums have been received ; and provided, further, that such fire brigades, engines, material, and appliances shall be provided and kept in a thoroughly efficient and serviceable condition." It will be at once admitted that nothing was left for the proposer of tbe measure to do but to withdraw it after being defeated upon this clause. This result is much to be regretted, for the measure was calculated to be of great service. This is another instance of the way " independent members " of out House of Eepresentatives are bought over to suit the views and the business of trading associations.
