The absence of a quorum of members prevented the business of the Council being proceeded with. The Town Clerk laid upon the table the Usual reports and correspondence. The letters were from Mr Thos. Green, asking for repairs to Mackay street; from Mr C. E. Dod, saying he would be satisfied with six feet of a pathway in front of his hotel; from MrEnsor, notifying he would charge for the, accommodation of the water pipes laid through his allotments if they were not removed; from Mr W. 2£owe and others asking tor repairs to the road from Tookey's corner to the top of the Caledonian hill; from Mr J. H. Smith, calling attention to the state of the path* way in Queen street, between Mary and Sealey streets ; and from the Secretary of the Harbour .Board, notifying that Mr Marshall's seat on the Board was forfeited, owing to non-attendance.

The Foreman of Works mentioned the work doae during the past fortnight; the Queen of Beauty culverts were being made, and also the drain in the Waiotahi road. The following asphalt works had been completed : — For the Presbyterian Church, 107 feet at 3s 4d per foot—£26 3s 4d ; for Mennie and Dey, 24 yards at 4s—£4 16s; for Moars and Co., repairs front of shop, £1; for Mr Ehrenfried, repairs, £1. f. The Water Supply Committee reported 1 accepting the tender of Mr McCaul for material, and that the Turncock had been instructed to attend to tank stands in Block 27. The correspondence between the County Council and Committee in reference to a supply of water from the County mains was referred to, and the last letter of the County Clerk was giren, in which he says " the Council regrets the discourteous tone of the letter received from the Clerk and the absence of members of the Borough Council from the proposed conference, the reason of which the said Council had not been informed. The Believing Officer reported that daring June 38 persons received relief at a cost of £34 9s lOd ; that a snail house has been erected at Tararu for Mrs Don* kin, at a cost of £16 ds; that numerous applications for assistance had been made to him for work by able-bodied nen; and that he has taken legal proceedings against Jas. Simpson, who has deserted his wife and family.

The Works Committee recommended that permission be given the Committee to prepare terms, etc., for leasing the Borough endowment at Te Archa; that extra hands be engaged for a few weeks, and that asphalt crossings be laid down in the principal streets, and concluded with the following letter from Mr Miller:—. In reply to the Town Clerk's query "whether Messrs McDonnell and Browne's premises, the Bank of .New South Wales, and Mr Marshall's premises should be rated as dwelling-houses or as storesi under section 253 of 'The Municipal Corporations Act, 1876,'" I hav^come to the conclusion that they should be ratf4--_, as stores. I think a fair and reasonable view ought to be taken of the section referred to, and the principal for* .which the premises are used should be the guide in deciding whether they are to be rated as dwelling-houses or stores.
