Mr Ballanco addressed the electors last night, and, after reviewing the events of last session, and replying to Major Atkinson's speech on taxation, he said all Liv; railways must be carefully scheduled before any more money is borrowed, and what is then borrowed should be based On the income of the revenue from the existing lines, and be used for [filling up gaps in the main line. Other lines might be constructed by land grants, but generally he disapproved of making such grants .to companies. The railway management showed a great want of administrative ability. He was opposed to a free immigration or allowing the Chinese to overrun the country. He condemned the Government for refusing land for special settlements while giving large blocks to capitalists. He also condemned Bryce's proposal to attack Parihaka, and said the Royal Commissioners were the real Native Minister, if Mr Parris was not even more ■•powerful. He opposed the Charitable Aid Bill and the Bible reading in State Schools, but thought the present system of education too expensive. He would oppose the repeal of the Triennial Parliaments Act, and disliked the system of single electorates. He desired to see

the volunteer capitation restored, and expressed a strong feeling as to the necessity of maintaining party Government on a clearly defined principles. A vote of confidence was carried unanimously.J
