The civil rights of men, independently, of their religious liberties, have been conceded, as is well-known, in all European countries, with the exception of the feudal loving government of Russia. It is a strange circumstance that -in these days of freedom 'an attempt should have been made" to prohibit the members of the Hebrew persuasion resident in Germany from claiming to form part of the Teutonic nation. Herr Bachem, speaking in the Lower House of the Russian Diet, 'said that the Jews must have been guilty of malpractices in order to have acquired such vast wealth. We should be apprised if the Germans were to endeavour to withhold the same rights and privileges to the Jews as to other nations, but we fear that the old hankering after wealth obtained by the weaker party still obtains with the doughty subjects of the Emperor William. The debate, which was animatedly continued for some time, eventually dropped without any division being taken on the question. Should the Prussian Diet again discuss the matter, they will, by showing a doubt as to the propriety of the Jewish race participating in the civil rights of the nation, only encourage Turkey in her already wicked and "''up-
justifiable hatred of everything pertaining to the Jewish character, nature, history, or race.
