Mr Hirst presented a petition from settlers in Southland, praying that deferred payment terms be extended from 10 to 15 years.
In replying to questions it was stated that Government did not propose introducing a bill to tax professional income.
Government anticipate that' an Inspector-General of Prisons has been already appointed in England, and fully recognised the necessity for such an appointment being made in the existing state of the colony. Government do not intend this session to take steps with the view of amending the law of newspaper libel. MAOBI PBISONEES* BILL PABSSD.
The House went into committee on the Maori Prisoners' Bill. Clause 2 was amended to read as follows:—This Act shall remain in force until the last day of October, 1880, and no longer, unless the Governor shall be ' satisfied that it is necessary from time to time, by proclamation, to extend the time during vvhich this Act shall remain in force for any period not exceeding three months; provided also that no such proclamation shall have any force or effect after the close of the next session of Parliament. Several amendments were proposed in other clauses, but lost on division. '
The bill was read a third time and passed, on a division of 36 to 25. v

The adjourned debate on the second reading of the Natire Lands Sale Bill was resumed by Mr he win, who condemned the Bill.
