THs circular is about on a par with the usual missives coming from the Porte, and shows the evident desire on the pavt of the Ottoman Empire to shuffle out of the engagements imposed upon it by the Berl;u Treaty of 1879. She endeavors to evade her duties, pad evidently thinks to continue to do so. But the spoilt chid of Europe w. ;M find her mistake out, as the patience of the Powers has a limit, pnd it wi'l be en evil day for Turkey when that patience is exhaustH.
