Afghan AffairsThe report which was recently circulated to the effect that Ayoob Khan was making warlike preparations to wrest Candahar from the descendants of Shere AH is now confirmed. Later intelligence from Afghanistan, however, states that owing to defections from his supporters, Ayoob Khan's movement has now morally collapsed. In the House of Commons to day the Marquis of M artington, Secretary of State for India, in reply to a question, said that the exact date for the evacuation of Cabul by the British troops was not yet fixed. Ik has been fancied that the European Conference will despatch a special commission to Greece to settle the frontier question on the spot. The Orient Company's steamship Potosi sails from Plymouth to-day for Australia. The Forte. As a result of a circular note which was sent by the British Government last month to European Powers specifying a means for solution of the Greek-Montene-grin and Armenian question, the Great Powers have presented a collective note to the Sultan informing him he will be held responsible for the serious delay that has taken place with the cession of territory to Montenegro and for his failure to execute the necessary reforms in Armenia. The note further states that the Great Power? will insist on a strict execution of the Treaty of Berlin. The Sultan has not yet replied to the note.
