Mr Macandrew before his Constituents.

Dunedin, This day. Mr Macandrew addressed his constituents last night. Ho spoke strongly agamst the Property Tax, and thought that a Special Land- Tax would be imposed on the land enhanced in value by the public works. He admitted that the present Government had a difficult tusk. He proceeded to survey the state of the country, and said he considered the Deterred Payment of Land System a mistake. He would give any married man ten acres, and' let liim pay cash for the remainder. They should have adopted retrenchment instead of increased taxation. Where liabilities wore contracted on the faith of »subsjdies being continued they would have to be
provided for. He olrpcied to the Government insisting on nine hours work, and was in favour of reimposing school fees. He.thought all money required by the Government should be borrowed in the colony, and that then when the interest was not going to enrich money lenders in England, the limit of borrowing should be the extent to which the reproductive public works could be carried out. A million and a half might be profitably expended in such works.
