H. 6'Donnell, member for Dungarvon in the House of Commons, moved an amend men t on the Address, conveying censure ou the Government regarding Irish aflairs, but was defeated by a majority of 128 against 12. The Irish Distress Relief Bill promised in her Her Majesty's Speech has passed its second reading. Obituary: Sir Wm. Bagge, member for Norfolk. Lord Lymington, the Liberal candidate, has been elected for Barnstaple, defeating Carden. Sir Michael Hicks-Beach, replying to Sir "W. Macarthur in the House of Com* mons, said that the Queensland management of Torres Island had been faultless; he also intimated. that the Government bad not at present any intention to extend their jurisdiction to New Guinea. Berlin, February 12. The Keichstag has been opened. The Imperial speech justified the increase made in the German army on the ground that the armaments going on amongst their neighbours, rendered it necessary, but the speech also pointed out that the course of action being pursued implied no departure from the
pacific policy which had been laid dawn for the guidance c f the German Empire. London, February 12. The Flying Squadron to visit Australia. The Plyins Squadron leaves England in April or May for a cruise round the world, and will most likely visit Australia. The Eight Hon. Earl Clanwilliam, C.B: Junior Lord Hear-Admiral will command the Squadron. The Bquadron includes H.M.S. Bachante, 1600 tons, but it is doubtful whether Princes Albert and George of Wales (sons of the Prince of Wales) who are on board, will accompany the ship. An Important Step. ' ' Persia has entered into a treaty to assist England in the conquest of Afghanistan, and will place her army in the field for that purpose. ; AFolitical Railway. It is reported that England has entered into an engagement with Persia to construct a line of railway from Herat to the Persian Gulf. It is reported that the Shah of Persia will shortly proceed with an army of 20,000 men to occupy the City of Herat, Afghanistan.
