London, February 5. Central Asia. The Heratites oppose the proposed alliance betweeu Persia and England on the basis of the cession of Herat to Persia. It is believed that they are instigated to this course by Russian emissaries, and by the disaffected troops who were concerned in the massacre at the British Residency in Cabul.
The Heratites are seeking to establish a Russian protectorate over the city in order to thwart the proposed session to Persia. Italy. The Government of Italy has offered to mediate between Turkey and the Montenegrins. Reform, It is announced that a special convention has been concluded with Turkey to suppress slavery.
